Spanish broadcaster TVE worked out a detailed promotion plan, including the broadcast of several programmes to promote the 2009 Eurovision Song Contest. For scheduling purposes, TVE requested the Reference Group of the Eurovision Song Contest to be allowed to broadcast live and vote in the second Semi-Final, instead of in the first. The group approved TVE's request.

The Reference Group has decided to approve the request of TVE to broadcast live and vote in the second Semi-Final, instead on the initial obligation to broadcast the first Semi-Final. The decision was based on a good promotion plan presented by TVE.

In the first Semi-Final on Tuesday, 12th of May, the United Kingdom and Germany will vote. In the second Semi-Final on Thursday, 14th of May, France, Russia and Spain will vote.

The so-called 'Big Four', as well as Host Country Russia, automatically qualified to take part in the Final of the 54th Eurovision Song Contest on Saturday, 16th of May.

My best are Malta of course. And why didn't Ireland qualify? There were other songs which weren't as good as ireland. Like norway, Denmark.

It is a shame. Shaem on you Spanin to change your position also shame for the jury to acdept this change. this will affect coutries like Romania, Andorra, mostly. shame, shame sham for this rule change during the play!.

I really support this decision because the votes will be fair this time but we have to see if this work well. It's ok because i want to vote Norway, but it's a pity because i wanted to vote Armenia and Finland too and now i can't but i send them all my support from here. GO ARMENIA AND FINLAND, see u in the final ^_^

What happens here? SPAIN HAS NOT DECIDED IN WHICH SEMI FINAL VOTES!! UER HAS DECIDE IT.
Germany and Uk votes in the first one, and France, Russia and Spain in the second one.

Moreover I think It's a REAL SHAME the things I'm reading here...u are talking about Portugal, Andorra, Rumania...It means all of u are interesting on neighbours votes, not in making the best song win.
ALL OF U ARE ADMITTING U ARE GONNA VOTE FOR YOUR NEIGHBOUR COUNTRY...like u always do!

Truly, I wouldn't like to win a Contest like this where it's more important politics than music.
Go Soraya, maybe people won't vote u fairy but getting a good place on this corrupt Contest is our prize, coz Spanish people values your strengh and we are fed up with the traps!!

Te estás leyendo o es que tu nacionalismo regionalista (que aquí no engañas a nadie) te ha terminado destrozando las neuronas.

TVE no tiene la culpa de que se haya cambiado la semifinal de la votación...ha sido decisión de la UER. España, Francia y Rusia votan en la segunda y Alemania y GB en la primera. Hay que hacer tb boicots a esos países.
Es más, tu no tienes ni idea de Eurovisión si riges los votos por vecinismo, que es lo que estás haciendo, en lugar de por la mejor canción.
